When issuing Tender Guarantee, PBVN commits to the bid invited (guarantee) the performance of bid participation obligation of beneficiary. In case Beneficiary is unable to execute/fully execute the payment on due date, thus has to pay a fine due to violation of bidding regulation, PBVN will pay on behalf of them, provided that guarantee presents documents subject to term and conditions regulated in guarantee contract.
