ANNOUNCEMENT: REGULATIONS WITH EFFECT FROM 01 JULY 2026 ON BIOMETRIC AUTHENTICATION FOR LEGAL REPRESENTATIVES OF NEW ENTITY (ORGANIZATION) CUSTOMERS WHEN USING ONLINE BANKING SERVICES

Dear Valued Entity Customers,

In compliance with Circular 77/2025/TT/NHNN issued by the State Bank of Vietnam regarding the assurance of safety and security for online banking services, from 01 July 2026, Public Bank Vietnam will implement the requirement for biometric authentication of transactions by the legal representative(s) using online banking services for new entity (organization) customers as follows:

For newly entity (organization) customers established less than or equal to 12 months, or have maintained a banking relationship with the Bank less than or equal to 12 months, when performing some online financial transaction types as stipulated exceeding VND 50 million per transaction, or the total value of these online transactions exceeding VND 100 million per day, biometric authentication of the legal representative(s) will be required.

Accordingly, entity (organization) customers within the scope mentioned above, to avoid any service disruption when performing financial transactions via online banking channel, kindly update the following information:

• Update and verify the biometric information of the legal representative (representative by law or representative by authorization)
• Ensure that the legal representative is included in the list of authorized signatory to operate account with the Bank

Failure to complete updates of the above-mentioned information may affect the process of certain online banking transactions, pursuant to current regulations.

PBVN shall notify affected entity customers (biometric information update) via email regarding the implementation timeline, required actions, and impact on relevant online financial transaction.
